ELTI 2026 General Assembly in Ljubljana: European Promotional Institutions  Discuss Strategic Priorities for the Next EU Budget

Ljubljana, 25 September 2026 – The 14th ELTI General Assembly (European Long-Term Investors Association) concluded today in Ljubljana.

Since 2023, the Association has been chaired by Dario Scannapieco, Chief Executive Officer of Cassa Depositi e Prestiti (CDP). Discussions focused on the challenges facing the European Union, ranging from housing and energy to security and defence, as well as the role of European Promotional Institutions under the next Multiannual Financial Framework (MFF) 2028-2034.

ELTI Press Release - Europe’s leading public financial institutions meet in Brussels to discuss the future of the EU budget

Fourteenth meeting under the presidency of Italian CDP, led by Ceo Dario Scannapieco

Brussels, 10 June 2026 — The European Long-Term Investors Association (ELTI) held its first public event today in Brussels, under the chairmanship of CDP Chief Executive Officer Dario Scannapieco, bringing together senior representatives from European institutions, National Promotional Banks and Institutions (NPBIs), and policy experts to discuss how the next EU Multiannual Financial Framework (MFF) can strengthen Europe’s competitiveness, resilience, and long-term investment capacity.

Held under the theme “The future Multiannual Financial Framework: building a stronger Europe”, the event highlighted the central role of public financial institutions - particularly NPBIs - in mobilising public and private investment, supporting the green and digital transitions, and contributing to the effective implementation of EU policy objectives at national and regional level in a context of significant geopolitical, industrial, and fiscal challenges.

📅 On 28 April 2026, the European Long-Term Investors Association (ELTI), alongside sister associations AECM - European Association of Guarantee Institutions and European Association of Public Banks (EAPB), participated in a “Reality Check” meeting organised by the European Commission with National Promotional Banks and Institutions (NPBIs), Member States and other relevant stakeholders.

💬 This discussion provided a valuable opportunity to exchange with DG COMP on the role of NPBIs in ensuring access to finance to support the Clean Industrial Deal and, more broadly, on how State aid rules can promote the clean transition and support EU competitiveness.

⚖️ ELTI emphasised the need for a tailored, no one-size-fits-all approach to State aid rules, reflecting diverse market gaps across Member States. It also highlighted the importance of strengthening trust in NPBIs as implementing partners, while adapting State aid frameworks to better support financial instruments and crowd in private investment.

Amsterdam/Brussels, 26 September 2025 - Invest-NL hosts ELTI's 2025 General Assembly and Management Board, in the heart of Amsterdam.

Attended by representatives of most of ELTI's 33 members, including the ELTI Management Board, this 2-day event kicked off on Thursday evening, 25 September with networking drinks and an informal dinner at the inspiring STRAAT Museum and continued the following day, with the General Assembly itself taking place at the historic Scheepvaartmuseum.

This year’s theme, “Building the Future Economy of the EU,” brought together European financial institutions, public actors, and entrepreneurs who discussed how we can drive long-term investment and innovation across the continent.

The General Assembly included a panel discussion on the role of International Financial Institutions and National Promotional Banks and Institutions in addressing financing gaps and attracting private capital to support national and EU strategic priorities. Panelists included Elena Flores, Deputy Director General DG ECFIN; Ioannis Tsakiris, Vice-President of EIB; André Küüsvek, President and CEO of NIB; and Johannes M. Prague/Bruxelles, October 20^th, 2023 – The members of the European Long-Term Investors (ELTI) Association have gathered in Prague for ELTI’s 11^th General Assembly, hosted by ELTI’s Czech member Národní rozvojová banka (NRB) and chaired for the first time by the newly-elected ELTI President Dario Scannapieco, CEO of the Italian National Promotional Institute Cassa Depositi e Prestiti (CDP).

The General Assembly of the Association of European NBPIs was a key moment to discuss the first initiatives to implement the new strategy, which aims to strengthen ELTI's presence in Europe and to reaffirm the importance of NPBIs (National Promotional Banks and Institutions) by favouring long-term investments.

The event, which was attended by representatives of the 31 ELTI members, was an opportunity to share and discuss best practices of cooperation between NPBIs, identifying shared solutions and tools to address upcoming strategically significant challenges facing the European Union. The participants also reflected on how to promote the inclusiveness of the Association by encouraging its expansion to new members, with the aim of making ELTI increasingly the expression of the voice of all EU countries and a more effective instrument at the service of the European institutions.

Dario Scannapieco (CDP, Italy) appointed as new ELTI President

320 billion EUR committed for European economic and sustainable growth in 2022

Madrid/Brussels, 20 July 2023 - Today, ELTI is celebrating its 10^th anniversary in the country of the EU Presidency, Spain. During this occasion ELTI members have elected its new President Dario Scannapieco, General Director and CEO of the Italian Cassa Depositi and Prestiti (CDP) for the next 3 years.

National Promotional Banks and Institutions (NPBIs) and public Promotional Banks founded the European Long-Term Investors association in Paris in 2013. 10 years later, the association comprises 32 members from 21 EU Member States, 2 candidate countries and in addition 2 International Financial Institutions. The European Investment Bank (EIB) is a permanent Observer in the association. The meeting has also represented the opportunity to validate the new ELTI’s strategic framework for 2023 - 2033, the roadmap that will guide the association actions and priorities for the 10 years to come.

On 7 December 2022, Invest-NL, together with the European Association of Long-Term Investors (ELTI), organised a Workshop on 'Impact Investing' in Amsterdam.

Supportive of the goals of the EU Action Plan on Sustainable Finance, there is a huge role to play for National Promotional Banks and Institutions in facilitating societal transitions to enable a sustainable future.

This peer-to-peer learning event was aimed to exchange the latest insights around impact investment policies and how these can be put in practice.
